How do you evaluate Icy Blast? Let’s see.
Development: Five mana is the edge of the development stage and by then you should have one of each color and no problem casting Rakshasa Vizier.
Parity: While not the worst top deck it’s definitely better to have some Delve cards in hand to back it up.
Winning: 4/4s are always nice to have. If you’re winning you’ll be happy to push your opponent over the edge with the Vizier.
Losing: Rakshasa Vizier can block nicely on his own and even better if you have some Delve spells up your sleeve. While it might not turn the game around it can get you out of a tight spot.
